- Replace General Fund with Tobacco Settlement Funds ($23.7 million).
- Replace General Fund with Land-Based Casino Proceeds ($44.7 million).
- Expand MR/DD waivers by adding 800 slots; funded with $3.4 million in Tobacco funds.
- These revenues will be used to match $170.1 million in Federal Funds.
