Louisiana provides more than $350 million in direct aid to local governments each year. This cost is a strain on the state budget, but mostly unavoidable because of restrictions on local revenue raising.
The 1990 federal census shows that the growth rate of government employment in Louisiana from 1995 to 2000 was nearly twice the rate of population growth. Louisiana has too many employees at the state and local level. Employee costs are the most expensive items in government budgets.
